Scott MacColl combines a unique background as lead committee staff for non-partisan legislative committee in the State House of Representatives, to a strategic legislative advisor to the Seattle City Council, to managing local, state and federal relations for a medium sized city in King County, Washington. This background allows Scott to provide multiple perspectives to strategically assess problems and identify solutions.
Prior to joining the Johnston Group, Scott spent ten years as the Intergovernmental Relations Manager for the City of Shoreline, a medium sized city directly adjacent to Seattle, and one of thirty-nine cities within King County. At Shoreline, Scott grew Shoreline’s presence both regionally and at the state level, including leading the City’s strategic outreach through two Sound Transit voted packages that included significant transportation investment in Shoreline.
Before Shoreline, Scott was a Strategic Advisor for the Seattle City Council Central Staff for five years, which provided analysis, strategic advice, and policy recommendations for the Seattle City Council. At Central Staff, Scott focused on transportation issues, including the Viaduct Project and the Seattle Monorail, parks, environmental issues, and budgets. Scott worked closely with Committee Chairs and their staffs to provide critical review of policy proposals before Council, analysis of potential flaws and policy options, and recommendations for changes.
For the five years prior to the Seattle City Council, Scott worked for the Washington State House of Representatives in Olympia, Washington, most recently as lead Committee Staff for the House Local Government Committee, and as the Research Analyst for the State Government Committee and Technology Committee.
From his time working with locally elected officials for over twenty years, Scott understands how to put elected officials in position to be successful in accomplishing their jurisdictions’ goals. Scott understands that part of that path to success is the need for establishing and maintaining positive relationships with local, regional and statewide organizations to holistically address local issues. With his background and experience working at the local, regional and state levels, Scott has directed multiple successful outreach and lobbying strategies to accomplish his client’s goals.
Scott is also a co-founder the Seattle Wolfpack, a youth lacrosse club in Seattle, and currently volunteers as a youth girls lacrosse coach. Scott is also a board member and volunteer assistant coach for a public high school club boys lacrosse team in Seattle.
